As part of the planning process, Stroud District Council asked for comments from a range of "statutory bodies".  These included Eastington Parish Council, Rodborough Parish Council, County Council Highways and the Highways Agency.

Both Parish Councils  recommended that the 2007 scheme be rejected.  The Highways agency - commenting due to the proposals impact on the M5 - said the proposal was unsustainable.
